About Resize a Video
Scaling down reduces the frame size and, with it, the file size - usually far more than the pixel count suggests, because there is less detail for the encoder to describe. The aspect ratio is always kept.
Upscaling is deliberately not offered. Re-encoding cannot add detail that was never recorded; it would only produce a larger file that looks the same or slightly worse.
