Rotating moves characters off one end and back on the other, so nothing is lost and the length never changes. Shifting abcdef left by two gives cdefab.
This is a positional shift, not a cipher - the letters keep their identity. For a letter-substitution cipher, use ROT13 / ROT47 instead.
